CAI legislative action committees monitor state legislation, educate lawmakers, and protect the interests of those living and working in community associations. Each committee is comprised of homeowner leaders, community managers, and representatives from community association business partners who graciously volunteer their time.
CAI’s LACs host lobby and fly-in days with their state legislators. We provided updates on CAI State Advocacy Days in Florida, Illinois, Michigan, Missouri, Tennessee, Texas, and Virginia in an earlier blog post.
Here’s a roundup of recent activities since our last update:
California
CAI’s California Legislative Action Committee held its annual advocacy week April 22-24 in Sacramento. Seventy-five members and another 50 virtually spent three days meeting with more than 70 legislators, educating them on our positions, seeking support for specific bills, and networking with industry peers.
CLAC spent its meetings with legislators, educating offices on the importance of the community association housing model and its self-governance structure.
Pennsylvania
On May 13, almost 20 of CAI’s Pennsylvania Legislative Action Committee members and advocates met in Harrisburg for the annual 2025 PA-LAC Advocacy Summit. PA-LAC and advocates met with more than 35 legislators and their staff to promote 2025 legislative priorities and educate lawmakers on the community association housing model. Those priorities include increasing transparency to access association data and tax equity for community association homeowners.
Thank you to every CAI member who participated in these important conversations with state legislators. CAI’s advocacy efforts would not be successful without these individuals’ time and dedication.
West Virginia
On April 8, 10 CAI members gathered in West Virginia to host an inaugural advocacy day to educate legislators and staff on the resources CAI offers in a state without a chapter and legislative action committee. CAI members dropped educational resources off at every legislative office including the governor’s office and attorney general’s office.

Anything for Massachusetts?
I would like to know why CAI opposed the New Mexico SB 239. A law is only as good as it is enforceable. Does CAI also oppose the NM HOA Act?
I am an owner who won a lawsuit against my HOA. This doesn’t often happen; it goes to show how bad the board was. The process myself and the other plaintiffs went through to stop our rouge is not one I would wish on anyone.
I am very interested to know the reason why CAI opposed SB 239. Thank you in advance for your response.
Are you sure you have the right organization? We only mention bills that directly effect HOA’s. That bill is regarding lottery funded scholarships.
