During the 2025 CAI Congressional Advocacy Summit yesterday, a record-breaking 195 CAI-member advocates from 30 states, and Washington D.C., met with federal lawmakers to educate them on policy issues affecting those living and working in community associations nationwide.
Homeowner leaders, community managers, and business partners gathered on Capitol Hill for the premier advocacy event of the year for the industry. CAI members participated in 145 congressional meetings with 82 representatives and 64 senators.
CAI also launched a virtual campaign for those unable to attend the summit in person. This campaign allowed CAI members to personally communicate with their members of Congress on CAI’s federal priorities. More than 91 CAI members sent 271 emails to 131 members of Congress through this virtual campaign.
Advocates spent the day educating congressional offices on key federal issues vital to the community association industry including:
- H.R. 4669 – FEMA Act of 2025: This legislation reverses years of bad public policy by not allowing federal disaster funds to be used to remove debris from private roads and waterways. CAI members requested members of Congress to support this legislation.
- S. 2651 – ROAD to Housing Act of 2025: Key components of this legislation include establishing a new five-year pilot program at HUD to offer grants and forgivable loans to low- and moderate-income homeowners and qualifying small landlords. The grants would holistically address home repair needs and health hazards, expand investment in new affordable housing projects, and reduce regulatory restrictions that have constrained the construction of new communities. CAI members requested members of Congress to support this legislation and provide additional affordable housing options for community associations.
- S. 459/H.R. 1095 – Amateur Radio Emergency Preparedness Act: This legislation would prohibit associations nationwide from restricting the installation of HAM radio towers. CAI members requested members of Congress to oppose this harmful legislation.
- Fannie Mae and Freddie Mac Transparency Regarding Lending Eligibility for Associations: Funding through Fannie and Freddie is vital to the financial health and physical safety of communities. A major obstacle is the list of ineligible condo projects that both groups maintain and refuse to share with homeowners and associations. CAI members encouraged members of Congress to seek modifications to lending requirements related to insurance and to urge the Federal Housing Finance Agency to require Fannie Mae and Freddie Mac to disclose their ineligible lists.
- Insurance for Community Associations: Given the current insurance crisis, CAI members requested members of Congress to support policies that help improve access to affordable insurance for community associations.

2025 Hero of Associations (HOA) honoree. During the summit, Rep. Young Kim was honored with CAI’s 2025 Hero of Associations (HOA) Award for her leadership and support for the millions of residents living in community associations.
Summit attendees and CAI staff ended the successful event in Washington, D.C., with a celebratory rooftop reception at CAI’s federal consulting firm, Cornerstone Government Affairs.
The record-setting attendance demonstrates the growing recognition that advocacy engagement is a priority for the industry. Every member participant, whether it was their first summit or their fifth, contributed to advancing CAI’s mission to build better communities through effective leadership and responsible governance.
