As the 2026 legislative season winds down, CAI is already looking ahead. What’s next for community associations? Which issues will shape the industry in 2027 and where will advocates need to make their voices heard?
Seven state legislatures are wrapping up their 2026 sessions. Eight states are prefiling legislation for upcoming 2027 sessions: Florida, Maryland, Montana, Nevada, South Dakota, Utah, Virginia, and Wyoming.
The pace of policymaking remains remarkable. So far in 2026, state lawmakers have introduced 79,342 bills and enacted 12,620, according to Quorum. They’re doing it in a highly active election year with 83% of the nation’s legislative seats and 39 governorships up for election this fall.
Against this backdrop, CAI’s legislative action committees and advocates have been hard at work. In 2026, CAI tracked more than 3,100 bills affecting the community association industry across 46 state legislatures.
There’s no slowdown ahead: all 50 states will convene legislative sessions in 2027.

What Did CAI Predict for 2026?
CAI’s 2026 national legislative trends survey identified several issues expected to drive state legislative activity. Among the top trends were:
- Reserve studies and funding
- Foreclosures and fining authority
- Access to affordable insurance and risk management
- Board member education and training
- Building inspections and maintenance
- Dispute resolution
- Community values including solar panels, electric vehicle charging stations, landscaping requirements, and other evolving community standards
As the 2026 legislative season ends, CAI is evaluating how these predictions played out and looking for the next wave of issues that could affect community associations in 2027.
