CAI Advocacy is reflecting on 2025 community association legislative trends and gearing up to predict 2026 industry trends.

Seven state legislatures are completing their 2025 legislative sessions, and 16 states have started prefiling legislation for upcoming 2026 state legislative sessions. Those states include Alabama, Alaska, Florida, Iowa, Kansas, Louisiana, Maine, Minnesota, Mississippi, Missouri (senate only), New Hampshire, Oklahoma, Tennessee, Utah, Vermont and Wyoming.

To date during the 2025 state legislative sessions, state lawmakers introduced 130,120 bills (excluding carryover) and enacted 15,951 of them. For comparison, Congress introduced 6,638 during the same period and enacted 28 of them, according to Quorum. This year, CAI Advocacy tracked more than 2,100 bills impacting the community association industry across 50 state legislatures in active session.

Forty-six states will convene legislative sessions in January. CAI’s Government and Public Affairs team tracks legislation throughout the year at the federal, state, and local level. CAI analyzes community association legislative and policy trends impacting the industry to prepare resources for CAI’s legislative action committees.

  • Reserve studies and funding.
  • Foreclosures and fining authority.
  • Access to affordable insurance and risk management.
  • Board member education and training.
  • Building inspections and maintenance.
  • Dispute resolution.
  • Community values: i.e., solar panels, electric vehicle charging stations, landscaping requirements, etc.
