As 2025 ends, CAI’s Government and Public Affairs team thanks its legislative action committees (LACs) and volunteer advocates. These volunteers work on behalf of the 77.1 million Americans living in more than 370,000 community associations, according to the Foundation for Community Association Research. As this housing model continues to grow, CAI predicts the need for greater advocacy in 2026.

CAI’s more than 570 LAC members tracked over 2,250 bills. More than 8,900 CAI advocates sent 31,000 messages to state and federal legislators advocating for issues impacting their communities. Those efforts led to success at the state and federal levels in 2025.

Here are CAI’s 2025 advocacy accomplishments by the numbers:

CAI Advocate Leaders

  • 36 state LACs
  • 572 state LAC members
  • 16 federal LAC members
  • 20 government and public affairs committee members
  • 30,552 CAI advocates

Bills Tracked Impacting Community Associations

  • 2,552 state bills
  • 126 local bills
  • 103 federal bills
  • 2,781 total bills were tracked
  • 94% of bills tracked ended with a successful or neutral outcome for the community association industry.

Grassroots and Member Advocate Outreach

  • 31,633 emails were sent to state and federal legislators by CAI advocates through 9 federal campaigns and 65 state campaigns.
  • 8,900 CAI advocates contacted state and federal elected officials.
  • 445 Members of Congress were contacted by a CAI advocate/constituent and 2,890 CAI advocates participated in at least 1 federal campaign sending 8,688 emails to Members of Congress.
  • Over 8,500 CAI advocates sent over 23,000 emails to state legislators.
  • 12 state LAC capitol days.
  • One Advocacy Summit in Washington, D.C., with 195 attendees participating in 145 congressional meetings with 82 Representatives and 64 Senators.
  • Two CAI Hero Of Association Awards (HOA Award) were presented to Members of Congress.
